Viviani edged out world champion Peter Sagan (Tinkoff-Saxo) at a floodlit Yas Marina F1 circuit to claim his second win of the race and eighth of the season.
Chaves (Orica-GreenEdge) crossed the line in the peloton to complete a 16-second triumph over runner-up Fabio Aru (Astana) in the general classification. Wout Poels (Team Sky) finished 27 seconds back in third.
Viviani's win also clinched victory in the points classification for the 26-year-old Italian.
He told teamsky.com: "On this stage it was very important to do the work and take a good position into the last corner. When I saw [Daniele] Bennati and [Daniel] Oss in front of me I thought, 'Okay, these guys are fast, but not faster than me'.
"It was perfect because they had a good progression and when I decided to go, I could go. I knew it would be easier to stay at the front. It was a close finish, but when I crossed the line I knew immediately that I had won."
Chaves, meanwhile, celebrates the first overall victory in a stage race of his career.
He said: "To win the first Abu Dhabi Tour is beautiful. It is the first edition of the race, and my first GC too. I'm happy for the team, and the team is very happy for me. As I follow my winter training program, I will be remembering this race."
